Dans ce billet, nous allons expliquer pourquoi l&#8217;interdiction des acheteurs \u00e9trangers n&#8217;est pas la solution \u00e0 la crise et sugg\u00e9rer quelques mesures alternatives qui pourraient aider \u00e0 la r\u00e9soudre \u00e0 la place.<\/p>\n\n<h2 class=\"wp-block-heading\">BE party<\/h2>\n\n<p>Le parti BE est un parti politique au Portugal. La proposition d&#8217;interdire les acheteurs \u00e9trangers n&#8217;est pas la solution \u00e0 la crise du logement. Si vous souhaitez acheter une propri\u00e9t\u00e9 \u00e0 Lisbonne, vous pouvez toujours le faire si vous avez un passeport europ\u00e9en ou si vous \u00eates mari\u00e9 \u00e0 un citoyen portugais.<\/p>\n\n<h2 class=\"wp-block-heading\">Proposition BE<\/h2>\n\n<p>Le parti BE a propos\u00e9 une interdiction des acheteurs \u00e9trangers.<\/p>\n\n<p>Le parti BE veut interdire les achats par des entreprises et des particuliers \u00e9trangers, ainsi que les r\u00e9sidences secondaires. Ils veulent \u00e9galement rendre ill\u00e9gal l&#8217;achat de biens immobiliers au Portugal pour les r\u00e9sidents non permanents (tels que les \u00e9tudiants ou les touristes).<\/p>\n\n<h2 class=\"wp-block-heading\">Impact sur le march\u00e9 immobilier<\/h2>\n\n<p>Une interdiction des acheteurs \u00e9trangers au Portugal n&#8217;am\u00e9liorera pas la crise du logement et n&#8217;affectera pas le march\u00e9. Il en va de m\u00eame pour les prix et le nombre de transactions, qui n&#8217;ont pas \u00e9t\u00e9 affect\u00e9s par l&#8217;introduction de telles interdictions dans d&#8217;autres pays. En fait, il n&#8217;y a aucune raison pour que ce soit diff\u00e9rent ici !<\/p>\n\n<p>La v\u00e9rit\u00e9 est que de nombreux facteurs entrent en jeu lorsqu&#8217;il s&#8217;agit d&#8217;investissement immobilier, notamment l&#8217;offre et la demande, mais aussi des \u00e9l\u00e9ments tels que l&#8217;emplacement et le timing (c&#8217;est-\u00e0-dire le fait que vous ayez achet\u00e9 au bon moment ou non). On pourrait aussi dire que les \u00e9trangers n&#8217;ont pas tendance \u00e0 acheter des propri\u00e9t\u00e9s parce qu&#8217;ils veulent un endroit permanent ; ils ont plut\u00f4t tendance \u00e0 les louer comme opportunit\u00e9 d&#8217;investissement&#8221;.<\/p>\n\n<h2 class=\"wp-block-heading\">Impact sur le tourisme<\/h2>\n\n<p>Le tourisme est un \u00e9l\u00e9ment majeur de l&#8217;\u00e9conomie portugaise et l&#8217;une de ses plus importantes sources de devises \u00e9trang\u00e8res. Selon les statistiques du World Travel &amp; Tourism Council (WTTC), il repr\u00e9sente environ 10 % du PIB du Portugal, ce qui signifie que le tourisme apporte plus de 15 milliards de dollars par an \u00e0 notre \u00e9conomie.<\/p>\n\n<p>Ce n&#8217;est pas seulement une bonne nouvelle pour l&#8217;\u00e9conomie ; le tourisme cr\u00e9e \u00e9galement des emplois et g\u00e9n\u00e8re des avantages sociaux tels que le patrimoine culturel ou la protection de l&#8217;environnement. Le tourisme contribue \u00e9galement \u00e0 pr\u00e9server notre identit\u00e9 nationale, car il nous permet de garder vivantes des traditions telles que des festivals de musique comme la Festa do Avante !, des c\u00e9l\u00e9brations religieuses comme les processions du Vendredi saint \u00e0 Lisbonne ou \u00e0 Porto ; des exp\u00e9riences culinaires dans des restaurants traditionnels comme la Casa da Cerca pr\u00e8s de l&#8217;universit\u00e9 de Coimbra, o\u00f9 j&#8217;ai \u00e9tudi\u00e9 ma ma\u00eetrise ; des sites historiques comme le ch\u00e2teau de Pena pr\u00e8s de Sintra&#8230;<\/p>\n\n<h2 class=\"wp-block-heading\">La proposition d&#8217;interdire les acheteurs \u00e9trangers n&#8217;am\u00e9liorera pas la crise du logement.<\/h2>\n\n<p>En tant que pays, nous devons consid\u00e9rer la crise du logement comme un probl\u00e8me d&#8217;offre et de demande. Les acheteurs \u00e9trangers ne sont pas la cause principale de nos malheurs ; ils ne font qu&#8217;exacerber une situation d\u00e9j\u00e0 d\u00e9sastreuse.<\/p>\n\n<p>En fait, on estime que seulement 5 % des transactions immobili\u00e8res au Portugal concernent des acheteurs \u00e9trangers. Leur interdiction ne ferait rien d&#8217;autre qu&#8217;aggraver une situation d\u00e9j\u00e0 mauvaise en r\u00e9duisant les investissements dans la promotion immobili\u00e8re et la construction (un secteur qui emploie des milliers de personnes) tout en ne traitant pas les probl\u00e8mes sous-jacents de notre march\u00e9 du logement.<\/p>\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n<p>La proposition BE n&#8217;est pas la solution \u00e0 notre crise du logement. En fait, cela ne fera qu&#8217;empirer les choses.
